I have Window Vista and V Studio 2008 installed. When I go to Windows
Features to see if IIS is installed, the check box is solid blue instead of
contaning a check mark. I know this means that some IIS features are
instelled but not all.

When I go to the VIsual Studio 2008 command prompt and type in
aspnet_regiis.exe -i it comes back and says IIS is not installed. What gives?
Do I have to install all the features of IIS

IIRC, yes.

Try control panel to turn Windows features on or off and find Internet
Information Services in the list. Turn it on. It's off by default.
